Have you attempted to relay a message yourself?  Sometimes those relay
systems do not actually check whether your system relays the test e-mail
but rather only if it accepts the mail.  I know the Lotus MTA used to (I
have not checked the R5 version) have a "%" vulnerability where it would
accept mail destined for a remote domain if the address ended in the
local domain.  The MTA accepted the mail first then checked for valid
relay domains, if none found it could be configured to not relay the
message.  When I administered these servers I was all the time being
told "you are an open relay" by relay test software and I had to
respond, "have you received these relay messages?"  They never received
the test relay message but because the server accepted it initially the
testers thought it was open to relay.  So like any other software test
look hard at what IS being tested and not what is believed to be
tested.  I am not saying this is the situation in your case but
....something to consider.
