Jason,
I think you find the right source of the problem (ip adresses from other ISP are not
authorised to relay).
The solution may be:
1 to use user authentification for smtp (i've heard imail have some troubles with that
function)
2 ask you users to use for smtp their provider servers an for POP3 your own
3 enter at your risk the range of trusted ISP ip adresses in your authrised relay
range.
