Angel,

I think you're mistaken with regard to the effects of the setting you're
referring to.  It does not actually max out the number of total recipients
on a list; it just determines how many addresses will be sent to *at once*,
meaning that, depending on your number of SMTP processes (default is 25), a
large mailing list may be sent both serially and in parallel.  You'd want a
small mailing list to go out over one thread, but a larger one would need to
be spread across the processes to go out faster.

This doesn't have to do with any quota system.
