I'm a little unclear as to what this is:

Say I'm a 'large ISP' customer and I access that ISP's dial-up ports and 
send mail to that ISP's mailserver:25.  That's blocked?

or would they filter my connection trying to contact a port 25 on somebody 
else's server?
