Rules work internally, the problem is that
B~filename="blah":mailbox
H~filename="blah":mailbox
formatted rules DO NOT scan all file attachments because they rely on the 
sending email client actually including that information in either the 
header or body.  Many email clients do not include that information unless 
there is no body in the message.

To circumvent this use rules formatted like this:
B~/pblah:mailbox
H~/pblah:mailbox
