The logs do show the message as being delivered to all 3 users. Although
technically it is possible that one or two of the users didn't actually get
the message (I can't imagine it happening, though, given the log entries),
it's important to realize one key fact. The SMTP process doesn't know the
difference between the "To:" and "Cc:" fields!
We can prove that the Cc:'s are getting to the SMTPD process (incoming), and
then to the SMTP process (outgoing). The SMTP process gets all 3
recipients. But, since it doesn't know which are "To:"'s, as opposed to
"Cc:"'s and "Bcc:"'s (it could figure it out by looking at the message
headers, but it has no reason to be looking at them), it is extremely
unlikely that there is an issue with "To:"'s being delivered but "Cc:"'s
not.
In order to find out the truth behind this, you would need to check with the
intended recipients that supposedly didn't get the mail.
