I think the best bang for buck in the www.etinc.com bw-mgr
product. Free with their hi-speed WAN cards, or $600 stand-alone
keyed to one of your Ethernet cards. Runs under FreeBSD (etinc's
preference) or Linux (they sell more, works less reliably). Multiple
interfaces, MTRG support, web admin, bursting, per protocol
monitoring and limiting, etc, etc.
