If you become a moderator of this list, only you'll be allowed to send broadcast e-mail. Also, Ipswitch lists have a security setting called "use password" that would require a person to enter password before he/she can broadcast. This in itself should be sufficient for you to limit user access to broadcasting.   However, I don't forbid my users from broadcasting. I simply sent one broadcast telling all mty users that if someone writes something hollow or stupid and broadcasts it, he'll be invited for a  small talk in VP office. Then I just e-mail to [EMAIL PROTECTED].
