"Relay for users" means "Relay for users and spammers who claim to be users".  "Relay 
for users" will let anyone send mail through your server if they use a return address 
of a user on your system (such as "[EMAIL PROTECTED]").

Set it to "Relay for Addresses" to restrict people from certain IP ranges, and then 
have everyone else use SMTP AUTH.  That will prevent the spammers (oh, also make sure 
that your firewall doesn't allow incoming traffic that claims to be from your IP 
range).
