But is this SMTP before POP3 so that the user checks mail before sending ?
and what is the process of setting this up. ? also does relay for local
hosts or relay for local users not work this way also. ?
I am new to this and have many questions, i just do not want to get burned.

The only secure relay option is "relay for addresses". This means
Imail users not in the set of relayed-for addresses must use SMTP
AUTH to relay through your Imail. All other relay options are
insecure (except for no relay, but that's unusable).
I recommend that your users send their outgoing mail through the
access providers' SMTP servers. Simpler, quicker, and more reliable
for everybody. In fact, some access providers force all mail relay
to go through the access providers mail servers.
