Jeff,
No, list members are not 'users' so are not counted towards the license
value. Users are those for which you create an account and show up under
'Users' in IMail Administrator (in all your domains, total them all up and
it cannot be more than 250). You can have 250 users and as many lists, with
as many members in each, as you want.
