You can send to a list of SQL users by writing a little script pretty
easily. However, you would have to write allot of code to get all the
features.

No. List Servers are file based and all files for that list are in a folder
of that lists name, under the \lists folder for that domain.
You could modify the files (user.txt, user.lst and others) using data from
the DB. Just make sure you have the correct format and contents for the
files, or you may encounter problems.
