That's a well-known feature/bug of IMail... if you use a hyphen delimiter,
you can auto-create folders under your IMAP/WebMessaging account, but like
you've said, you'll won't see them via POP unless you actually specify
username-foldername as the account.
The only way to "fix" it is to change the delimiter IMail uses (security
by obscurity), as described in this KB article:

Keep in mind that doing so will severely break web messaging, because
IMail uses the feature to save Sent messages and drafts and to delete
messages.
And before you complain too loudly to Ipswitch about it, keep in mind many
people use this feature/bug to their advantage: for example, if you're
filling out a form for more information at CNN, you can enter
[EMAIL PROTECTED] in their form, and then mail from them will be
automatically sent to your CNN folder, available by IMAP and web
messaging.
