In theory, the images should always load. However, I've found that images in a web
page can fail to load if the loading is
interrupted, such as some JavaScript operations. This can happen even when your
server is not overloaded. I know that with one
complicated page, the images would sporadically fail to load. We had to put
JavaScript into the OnLoad function to specifically
force the images to load. Silly, but it worked.
