I've never heard of ORBS listing an IP address that was not an open relay;
you really should double-check it.

A *lot* of people use them, especially the mail-abuse.org ones. RBL, RSS,
and DUL are very useful with low false positives. Some people say that
ORBS should be used because so few legitimate mail servers are still open
relays, and those that aren't need to learn to fix their open relays. I
personally wouldn't block on ORBS (except the spam source databases and such).
