Rename filterexe.rul to rules.ima and it should work with no problem.  To 
filter using an external file (not worth the effort IMO), you would need a 
rules.ima file which contains:

B~:filterexe:abusebox

then you need file filterexe.rul containing

name=".*\exe"

I prefer to use one rules.ima file for the server and keep it up to 
date.  Suspicious files are forwarded to abuse into either a spam or virus 
box and dealt with case by case.  Total traffic to abuse tends to run 
around 40 messages a week in my case.
