There is no way for the sender to stop messages from being forwarded.
Sounds more like whatever forwarding service he's using malfunctioned.
When PayPal said they don't allow forwards, they're taking the usual
position of being against web-based or other free accounts as primary
contact addresses, but I don't know if they actually enforce this
policy. Probably not if he actually got the message at the original
address.
