Most likely, your client misunderstood what PayPal said.  Either that, or 
PayPal is just making up answers to questions.  There is no way that they 
can control what happens once someone receives an E-mail of theirs.

What you can do is check the IMail logs to see when the E-mail arrived, and 
then see whether or not it was forwarded.
