Can you ping their mail server from your mail server?  If so, and you can't 
telnet to port 25, they are blocking you (or their mail server is down).

If you aren't ping their mail server, most likely you are dealing with a 
routing problem -- try doing a tracert to see where the packets start 
disappearing.
