A couple thoughts:
Is 4.41.172.67 listed in *IMAIL* as the DNS server (not just in Windows
2000's networking, but also in IMail Administrator)?
Can you telnet to other mail servers? For example, if you run telnet, and
type "open mail.declude.com 25" (or enter mail.declude.com as the host and
25 as the port, depending on the version of telnet you are running), do you
see "220 ..." in response? There's a chance that Verizon may be blocking
port 25 access (although they shouldn't for a commercial account).
Have you checked the IMail logs to see if there are any error messages
reported?
