It is spam if you think it is spam.

Spam is usually defined as "Unsolicited Commercial E-mail" (UCE), although 
there are other definitions.

Note that it is impossible to tell what IP address this E-mail came from, 
since the mail server on your end that initially accepted the mail (which 
doesn't even identify itself, so I can't tell you for certain what it is) 
doesn't record the IP address of the remote mail server.  That severely 
limits your ability to determine if this is likely to be spam.
