That's standard with web pages.

The web was designed to be stateless; that is, when you go to a web page, 
it's not supposed to matter whether you were at other web pages at that 
site or not.

Back when the first "stateful" web pages (web pages that remember who you 
are between connections) were developed (we were one of the pioneers), the 
standard method of identifying a user was based on their IP.  But, 
sometimes people share IPs, and Prodigy started a horrible system of 
switching IPs (the one AOL uses now).  So, you then have to deal with other 
methods of identifying a user throughout a session, such as a code in the 
URL or cookies or basic authentication.  Unfortunately, each one has its 
own drawbacks, and each one will allow a user at an Internet cafe to log 
back on under certain circumstances.
