It's not a problem with the COMCTL32.DLL file, it's a really weird issue 
with some undocumented Microsoft resources (so well undocumented, in fact, 
that doing the opposite of what Microsoft suggests sometimes fixes the 
problem -- specifically, decreasing that registry entry instead of 
increasing it).  The problem occurs when Microsoft runs out of their 
"mystery heap", which can happen when there are a lot of service-started 
processes.

might want to try our Declude Queue, which is built into all of the Declude 
programs (you can get it for free by installing Declude Confirm; if you 
don't want to use Declude Confirm, you can just delete the confirm.cfg file 
after installing it).
