It's not a problem with the COMCTL32.DLL file, it's a really weird issue with some undocumented Microsoft resources (so well undocumented, in fact, that doing the opposite of what Microsoft suggests sometimes fixes the problem -- specifically, decreasing that registry entry instead of increasing it). The problem occurs when Microsoft runs out of their "mystery heap", which can happen when there are a lot of service-started processes.
