Because there can be only one list owner per list. If you had to change every list's owner to a single address, you'd lose all delegation capability within a domain. Since there can be multiple list administrators per host, you preserve the server owner-host owner-list owner hierarchy. Another cool thing you can do with Registry DACLs is restrict hosting clients only to adding and removing users from lists, while fixing their settings in place.
