Because  there  can  be  only  one  list owner per list. If you had to
change  every  list's  owner  to  a  single  address,  you'd  lose all
delegation  capability  within  a  domain. Since there can be multiple
list  administrators  per  host,  you  preserve  the server owner-host
owner-list owner hierarchy.

Another  cool thing you can do with Registry DACLs is restrict hosting
clients  only  to  adding  and removing users from lists, while fixing
their  settings in place. Useful applications include: forcing subject
modification/header/trailer  and forcing an viable owner address (some
of  our  clients  like  to  point  their  list  owners,  a.k.a. bounce
collectors, to unattended accounts to avoid the hassle).
