Worse than that. I believe you technically would need one for each machine with an MUA (including browser as MUA), INCLUDING REMOTE USERS--since a remote user will "ultimately use" the user-location services provided by SQL Server in an IMail ODBC configuration, i.e., the SQL lookup is done on behalf of the sender. (I wonder if you could say that those using "nobody" for clients with multi-POP get around this. Hmm. Ugh.) So, unless you only have intranet mail and can control end-to-end usage, go with per-proc.
