More RAM and increase pagefile to about 1536 min and max but no higher than 4092. Also you might want to check your advanced / performance options and check the 'background' services instead of 'applications'. Do NOT increase your current registry size to more than 224.

Just as side note some of my users have large mailboxes (50 - 200 Mb), but again only about 10% of user population. Will second CPU make any difference ? All suggestions are welcome.
