So how we able to create a list directly to the IMAIL database without interface? Is there a way of doing that?

Sure, it's a cinch. List settings are stored in the IMail database (a.k.a.
Registry) and are human-readable; adds and changes take effect live without
a restart. List membership data and confirmation templates are stored in
the file system.
