Changes made to "Allow remote mail to local groups" take effect after stopping, then restarting the IMail SMTP service. Quoting from the very same KB article that you mentioned: "When this option is enabled the SMTP server accepts mail addressed to a local Group Alias. If not enabled, the SMTP server does not accept mail from remote hosts to a Group Alias."
