Sorry, that should be clarified by "About 95% of the public spam database 
usage is IP-based" or something like that.

Yes, there are a number of tests that can be (and are) run on the E-mail 
address, but there are few spam databases that use the return 
address.  http://www.declude.com/junkmail/support/ip4r.htm includes the 
tests that are not IP-based, but they are not commonly used to block spam.

Declude JunkMail will also run a number of internal spam tests that use the 
return address, but in those cases, they are problems that most people 
don't have to worry about (unless you run a domain like "public.com" that 
spammers like to use, or you have DNS issues).
