Hmmm...looks like something else IS broken.  When I double-click the 1st
.reg file to see the results of the merge, the dialogue boxes are correct.
But nothing changes in the registry, even though local admins have full
control to the Global registry key and I'm logged in as a member of local
admins.

Another weird thing:  There are two values at the ROOT of HKLM, one string
EventMessageFile, and a dword TypesSupported.  They're not part of any
subkey.  

I don't think I've ever seen a program create values at the root of one of
the top-level keys in the registry.  Something's wrong w/this picture....

Have  you  verified  that  the  .REG  files  merge  successfully?  The
operation  of  this  trick is pretty basic, and should be traceable at each
step.  SYSLOGD  uses  the  SpoolDir  that  is  set when it first
launches--if  you  don't  see  this  happening, then something else is
broken.
