Jason,

E-mail ports have to be open on the firewall to allow
e-mail.  Closing them rather defeats the purpose. 
Network shares do not go through firewalls in most
cases.

Thus if  have a machine that becomes infected via
e-mail with a virus, that virus can infiltrate through
network shares to other machines, even to machines
that are not on the internet at all.
