When I used to use the web interface when travelling, my read was that the horrendous delays were the constant scanning the .mbx file with 100's of messages in it on a non-dedicated mailbox partition that that was not defragged. We use the registry.... The only performance problems we have now are with the web interface. If a person with a many messages or folders log in, they experience 10-20 second delay. It would be nice if the web interface only listed the folder names instead of calculating the number of 'new' messages and the 'total' message count for each folder. I'm assuming this is where the delay is.
I finally gave up trying to use it since every time I tried read or delete messages, it refused, saying the .mbx/index file had changed due to another message arriving after the current screen had been displayed.
