He  wants someone claiming to be a local user to be forced to forge an
actual  local  account. For example, a version of this "protection" is
in  place  when  using the abysmal "Relay for Local Users" option, but
not when using the safe relay options.

It's  not  unreasonable, IMO, though it does have a bit of performance
overhead.
