There is an easy way using ASP. That we use for all of our mailing list 
and contact pages.
In the method that we use, you would have to find out if your "ISP" has 
the following?
jMail <-- this must be installed on the server
.asp <-- must be able to host ASP pages.

Once you have found that out, I can let you know more on how to do it.
What we run here is the following:

User signs up | Recives Confirmation email | must click on link and then 
re-type in there
Information again, | <-- This makes sure that it is ther person's e-mail 
address.
Before being allowed to join the mailing list.
