Examining the headers of the arriving mail do not indicate that any spam
tests are being applied

Have you checked the Declude log files to see if the E-mails appear there?


Most likely, the issue is a problem with the settings, since the mail is outgoing mail. If you E-mail me off the list, I can work with you to find out why it is not working.
