Inspect  your  logs  for  the users checking mail at the moment of the
spike(s).  In addition, you need to verify that you aren't having ODBC
issues,  possibly  network-related:  stress-test  ODBC  from the IMail
server  to  the  SQL server using VBScript, swap out NIC, switchports,
cables, et al. and retest.
