On checking the logs, I find that the mail is arriving at the server, but
being reported as NOTIFY=FAILURE:

That's *not* an error, and is completely normal.


The only information I can find from Ipswitch on this matter is in this link:

That article implies that this is an issue - it explicitly states that
it's not an error - regarding read receipts.

Correct.


But I find it hard to believe that a major corporation would bog down its mail server by
sending out a mailshot to who-wants-to-know how many customers,
requesting a read receipt for each one...

They aren't. They just want to be NOTIFYied of any FAILUREs.


 - and even if that's the case,
why isn't the user actually receiving the mails?

Without further log file entries, it's hard to say. Most likely, you have an IMail rule that is blocking them.


And more importantly
from the point of view of an administrator, if it's not being bounced,
and it's not arriving in the mailbox, it (and others like it) must be
occupying storage space somewhere - so where is it?

That's exactly what you need to find out. :)


The further log file entries should provide some clues.
