The Dell Utility runs from floppy (at least it has when I run it).  Since it
is a Dell however, have you checked all NIC drivers for the latest and
greatest and disabled all NIC power management?   I noticed my Dells have
their lates Intel Drivers which are dated in Marh of this year.
