This note presents an extension to SMTP for an electronic mail
equivalent to the real-world 'No Soliciting Sign.' By itself, this
extension does little to stop unsolicited bulk electronic mail.
However, the extension gives policy makers in the real world a 'hook'
on which to pass anti-spam laws.
