Concentrating on solving the problem seamlessly on server end
You can try to work "around" the problem and create this INBOUND RULE for
This user
RULES.IMA in user Folder
H~name=".*\.exe"!OR!H~name=".*\.zip":BigFilesBox

Above checks if email has *.EXE or *.ZIP files attached then MOVE them to
"BigFilesBox" subfolder in under same user account. You can add more common
extensions and "regardless of the size" all email with acttachments will be
moved to this folder

# As all big mails will be in subfolder it will NOT GET POPPED
# IF user DO NEED to POP he can use "[EMAIL PROTECTED]" to POP into
the subfolder to check mail

# Or user can use Web-Mail and MOVE any required email to INBOX and POP it
