That is the best way to do it. Remember that you have single instance
storage on Exchange so make sure you have plenty of disk space and etc.
Also you may loose some calendaring "links" to resources and individuals if
you used them.
Are you not needing the "free/busy" and shared calendering and etc that
Exchange offers?

Don't be afraid to start a whole new thread. They're free!
Will the clients still be Outlook?
Since you won't need things like public folders or collaborative
calendaring, you could use exmerge to export all the mailboxes to .pst
files. These can then be placed wherever the clients reside.
More info needed for a more elaborate answer.
