Is the recipient using MS Outlook Express 6? If so, from the Outlook Express menu bar, 
click on:

   Tools -> Options -> Security Tab

and see if the:

   'Do not allow attachments to be saved or opened that could
    potentially be a virus'

check box it checked. Some MS Outlook Express 6 distributions have this item checked 
by default.
