You could write a program or script (vbs, js, perl, etc.) to read the rules.ima file and if it does not contain your rules append them. I wrote a utility into my spam review web app that does this, it can even delete obsolete global rules and update old ones, always moving the customers rules above the global one. I'll try to dig up some code samples and post them if you want.
