I grabbed the pktfilter so will give it a try.

look up PktFilter on google.  It's a packet filter whose rules are plain
text files, so you'll have much more than 100 or whatever rules.  PktFilter
blocking at TCP level will also remove the blocking burden from Imail SMTP
level.
