Ask any average e-mail user if they have ever bought something from a spam message and I am sure you will get a NO from 99 percent of them. In fact, mot people will NOT do business with a company that uses spam to send their flyers.
but spammers spam because they make money, so somebody is buying the stuff. Less the 1% who receive the spam? yes, but when you send millions, 10s of milions, and 0.4% buy at $10 or $49.95, it's big money.

I put no hope on legislative or policing actions. The only solution for the foreseeable future is technical, that you implement for your MX.
