Do you have a list of the reverse DNS entries for the ones that ACL caught that EASYNET-DYNA did not?
I have not diffed them, but I will later.
That should provide some clues as to where the problem lies (IE either EASYNET-DNSBL not having charter.net IPs listed, or ACL having hotmail.com listed).
I don't think there is a problem, it's just that dyna criteria for listing are different from what I put subscriber filter.
Dyna has quite a few PTR-less entries, while of course mine is by definition a PTR filter.
