If you are using ODBC connections ipswitch had a registry entry that would allow multiple connections to the db for password verification. We had that problem as well and this reg fix did the trick. I'm sorry as I can't remember the KB article on it. I think if you do a search or ask ipswitch they could point you to it.

I stop/restarted pop3, quene, and the smtp services and it helped a little.
