Not 100% sure this does it for you, but check out Gammadyne mailer, at
http://www.gammadyne.com

It certainly can be called from the command line, and it does handle
attachments.  I just don't know if it does both.

It would need to include delivery of attachments.  It does not necessarily
need to read input from a file as long as I can run it from the command
line.  

Basically something similar to imail1 except from a desktop machine.
