DNS-based  blacklists  are  designed,  by  definition, to be served by
standard  DNS  servers  and  queried  by  standard  DNS  clients.  The
"piggybacking"   on   the  existing  protocol  is  what  allowed  this
spam-fighting  pseudo-standard  to  exist...imagine  how long it might
have taken to design a new one from scratch and by committee!
