The carrier scan service will only Bind to one IP and that IP is listed in the symcscan.cfg config file. That IP address must match what is listed in the Iadmin->Antivirus tab. If the IP addresses don't match IMail can't communicate with Carrier Scan and will re-queue the mail thus backing mail up.
Second, the domain that you turned AV off for, was it the same IP that the scanned message arrived on?
